Turning Point Of A Failing Division

My vision of the new organizational structure for this branch division consists of a well established, maintained and organized division within the workplace and within all of our departments. Communication kept at all times between employees, management and upper management ensuring that we leave not one individual employee behind and in the dark regarding any company and department information. Formal lines of authority and good relationships among individuals, groups, and departments will be reestablished. Communication is one of the many foundational steps to turning this division around and we will have it.  We will come together to create and build a whole new line of products that will bring us out this downward spiral and back into a successful division.
The assigned tasks and responsibilities associated with ones job will be re-specified and redefined in the employee reevaluations. It will be given first from management in verbal form and then again given to the individual in written form ensuring that everyone is aware of what their responsibilities and job functions are without any hesitation or confusion. All employees will be required to attend properly scheduled staff meetings in order to stay well informed of any new situations regarding their department, in the division and the company.
My plan of action in order to get this division back on track and out of this downward spiral is to redefine its organizational structure and overall increase productivity in an organized manner.
