The start of the management thought is vague – nobody among the so-called pillars/fathers would actually tell us that their ideas originated the thought of management as both a science and an art – Just as we can say that Newton has identified, tested and proved the three (3) Laws of Motion or J. Priestly discovered the Oxygen element. We cannot specifically make mention of the era from which the thought had emerged or praising men for their wonderful works of developing the idea of management. Management thoughts then were viewed to be the consequence of inconsistency in handling a number of people or a product of solutions to then-problems encountered by organizations.
It is believed that even at the time of Moses, the first item related to management is division of labor and delegation. It involved decision-making by assigning heads of the peoples of Israel then – maintain peace through the administration of justice. Just as what we have currently, the system of justice starts with the settlement at town barangays, if so not suffice to convey decisions, it is then passed to municipal trial courts. If again, disputes are not settled, the case is forwarded to regional trial courts and if there is still no resolution, the Supreme Court takes the case for yet another review. I have not mentioned the Court of Appeals as a possible channel for a particular case. Moses’ role was to settle hard-to-resolve issues (role of the Supreme Court).
