When I make it to the scene I will have the patrol officers coming right behind me. But I will like to have the scene secured already. But I can leave the physical scene under control, making sure that the officers are instructed, depending on whether or not I  knows they'll do it right, and deal with the witnesses. What I want to accomplish is to (1) see that they stay around until I can talk to them, and (2) get them separated. I would likely recruit patrol officers to identify them and talk with them until I can get to each one. Even better would be to have them take them all down to the office and start hunting a signing interpreter. As to just what I will do, you'll have to decide on the kind of environment I would be working in. In one place, I might be able to deal a heavy hand with the gangsters and give them little or no choice about riding down. In other's, I might have to be more subtle. I will interview the witnesses, gather evidence at the scene. Follow any credible leads that you develop, and basically investigate the homicide as you would any other homicide. Each case has its own unique qualities. I must first and foremost protect the integrity of the scene by keeping the bystanders away. But rarely is a detective I am first responder to a crime. The uniformed patrol guys are usually the first to respond. Upon arrival at the scene the first priority is safety catch the criminal, find good evidence, fingerprinting, first aid for victims.
    The first walk through the crime scene I overall have photography of the scene, touching as few things as possible, documenting smells and sounds around crime scene. Make sure that I get DNA, any kind of hair blood. First with all I wo ...
