Vietnam is one of the fastest growing economies in the world with a 9% GDP growth. It now belongs to the upper-middle income level countries. This is mainly due to its rapid transition from being a centralized agricultural economy to a market industrialized country.

Vietnam is in the middle position among the ASEAN countries in terms of the development of its telecommunications and internet infrastructure. The continuing government involvement in the telecommunications sector, however, still raises major questions about its commitment to deregulation and liberalization. In view of all the growth in the telecommunication infrastructure of the country in the past years, Vietnam has been ranked as one of the fastest-growing markets for telecommunications in the world nowadays. In 2007, the estimated internet subscriber is 17.5 M users. This indicates that there is 20.6% internet penetration in the market. As of now, there are 15 Internet access Service providers and 12 Internet Online Service providers. The major network fixed line infrastructure providers in Vietnam are Viet Nam Post and Telecommunications Corporation (VNPT) which is the incumbent operator and acts as a virtual monopoly in the telecommunications industry; Vietnam Data Company (VDC) which is under VNPT; Viet Nam Military Telecom Company (Vietel) which is under the control of DGPT and the Ministry of Defense; Saigon Post and Telecommunication Corporation (SPT); Hanoi telecom; Finance Promotion and Technology (FPT); and Vietnam Power Telecommunication Company (PTC).
