For a construction company such as Horus, what are the factors that influence prioritization within the decision-making process in urban zones projects versus less developed zones projects?
Abstract
Although theory highlights the importance of possessing numerous tools and techniques for performing an effective prioritization, and consequently making a good use of the resources for the portfolio of projects; there are some companies which do not believe so. However, they consider that it is highly important to define the factors that will lead them towards an optimal prioritization in their decision-making process, and certainly, they have their particular means for establishing them. We will address and discuss the case of a construction company that is situated in a developing country which owns projects in urban zones and in less developed ones, aiming to determine the factors that influence its decision-making process.

1. Introduction
The strong competition nowadays forces the companies with a portfolio of projects to take wise decisions when the moment of investing in different projects arrives. The resources are scarce and all the projects are competing for them. The company must be able to make the right choice and select the projects that will add the most value to the organisation.
